KUALA LUMPUR 25 April – Laporan kajian kepada formulasi Dasar Perumahan Negara (2018-2025) oleh Institut Penyelidikan Khazanah (KRI) mendapati tahap kemampuan membeli rumah tidak bertambah baik secara ketara dari 2002 hingga 2016 berpunca daripada penawaran perumahan yang tidak responsif kepada permintaan berkesan.
Pengarah Penyelidikan KRI, Dr. Suraya Ismail berkata, agenda perumahan yang komprehensif perlu mengurus sektor perumahan secara keseluruhan dengan mengakui bahawa rumah merupakan keperluan asas dan tapak permulaan bagi pengumpulan aset.
Katanya, dasar yang hanya tertumpu sama ada kepada aspek kebajikan atau pengumpulan aset sahaja tidak mencukupi kerana mungkin mengakibatkan pengurusan ketidakseimbangan dan timbulnya masalah pengurusan sektor perumahan.
“Pengurusan sektor ini harus menjadikan ia sebagai sebuah sektor yang produktif, yang akan memberi manfaat kepada pembangunan ekonomi negara,” katanya pada majlis pelancaran laporan bertajuk ‘Rethinking Housing: Between State, Market and Society’ di sini hari ini.
Pada majlis sama, KRI turut menganjurkan sesi dialog ‘Housing in Malaysia: Policy Discourse’.
Isu-isu utama yang diketengahkan dalam laporan tersebut termasuk keperluan untuk membangunkan piawaian perumahan berkualiti bagi stok perumahan sedia ada dan yang baharu dibina serta keperluan untuk membezakan keperluan perumahan (sektor sosial) dengan permintaan perumahan yang berkesan (sektor pasaran).
Selain itu, isu lain termasuk mengambil kira kos pengangkutan bersama kos perumahan ke dalam indikator tahap kemampuan memiliki rumah dan peningkatan produktiviti sektor pembinaan perumahan agar kos perumahan yang lebih murah dapat dinikmati oleh masyarakat. – UTUSAN ONLINE
